Texas Fertility Center Medical Director Kaylen Silverberg, MD, has spent more than two decades lobbying in Washington, DC, on behalf of the 6.7 million Americans facing infertility each year. In recent months, Dr. Silverberg has taken a lead role as chairperson of the Medical Advisory Board of Americans for IVF, directly advising White House and Domestic Policy Council aides working to prepare a detailed report on IVF.
This report is expected to serve as a foundational document for the current administration’s decisions about expanding patient access to IVF and other fertility treatments. TFC is proud to be playing a key role in supporting patient access to IVF at the federal level.
In February 2025, President Donald Trump issued an executive order that aims to “ensure reliable access to IVF treatment, including by easing unnecessary statutory or regulatory burdens to make IVF treatment drastically more affordable.” This executive order has brought attention to the need for quality, effective fertility treatment, but has also fueled the national debate about the ethics of IVF and the need for access to this necessary medical care.
Ensuring informed decision-making about the future of IVF
Texas Fertility Center strongly believes that any government decisions affecting patient access to fertility treatment must be supported by evidence-based data and sound information about the treatments in question.
“My role with the Medical Advisory Board of Americans for IVF gives me a platform that allows me to make sure that our legislators and members of the executive branch know the facts about infertility,” Dr. Silverberg says. “There are numerous organizations that are spreading misinformation about IVF in the hope of preventing the president from fulfilling his campaign promise of expanding access to fertility treatment. I am excited to be working with an administration that is taking this issue seriously and seeking proposals to expand fertility access.”

As a subject matter expert and leading advocate for IVF patients, Dr. Silverberg was recently interviewed by both the New York Times and Washington Examiner, in which he explained his advisory role with the White House, the mechanics of IVF, and the regulatory oversight for fertility care providers that is already in place.
